Excel Union has offices in Beijing and Hong Kong. Headed by Victor Tsang, Excel Union will continue to build market share in mainland China. Simon Fraser, Artistic Licence Hong Kong manager, comments: "Both of the new appointments have a long term relationship with Artistic Licence. Artistic Licence Hong Kong is headed by Simon Fraser. Simon began his career in 1984 as a lighting technician working for West End Theatres and on UK Tours. In 1987, Simon moved to Hong Kong to found Rule 1 Asia. Since then, he has amassed over nineteen years of project and technical management experience in the arts, museums, architectural and leisure sectors.

In this time, he has supervised the creation and implementation of a myriad number of high profile, awarding winning, and technically complex projects both in the UK and internationally. In 2003, Simon created Ptarmigan Consulting Ltd and has designed and implemented technical systems for a range of projects that have included the Galaxy Park in Tianjin China, award winning A Symphony of Lights in Hong Kong, and most recently Louis Vuitton's new Landmark Store in Hong Kong.
